I would lean towards cow . But I'm no expert

You'll want to find a spot where the back feet contact the front tracks.
If the back (the ones on top) are wider than the front, likely cow. If narrower or inline with the front, likely bull. Cows have a wider pelvis for bearing young and consequently their back hooves run further apart than a smaller-assed bull.
Track looks like Cow to me, Bull is heavier on rear of hoof, dew claw marks not predominant in the snow.
2nd Picture appears to show antler growth.
