All he's saying is there is a list of which zones the province will allow Permit to Accompany hunts to take place for goats. Ensure you pick a zone on that list and you will be ok. They just don't give them out for every zone, and specifically not zones where residents are on LEH
Pick a region six spot where there are a pile of goats and you will be good to go. they give you a choice of three units to pick from and some of those region six units are huge and full of goats. Like, can't swing a dead cat without hitting a goat.
Region 4 is good for goats. If your willing to put some miles on head to some of the non-motorized areas. I would recommend to avoid the first two weeks of elk as they'll be alot of people at the beginning putting in with horses.
No chance of getting a permit to accompany for goats in region 4
