Im trying to put a picture sig up, and I see it in my CP, but not on my posts. Is this some restriction setup by the admin team?

If by "sig picture" you mean avatar, you were successful!!

nope, on most forums you can have a signature. Here its only words apparently, but I usually have a picture as one. Here it won't load onto any posts, but it shows it in my control panel settings under signature.
