So, to solve the mystery of "first blood vs. last blood, whose tag to cut" question, I decided to call the CO but he/she was on voicemail. I missed his/her call back but I did get a voicemail from the CO. iPhone had the voicemail transcribed into text which does not read word-to-word but you can see the CO stated hunter who delivered the 1st shot shall cancel the tag. Looks like first blood wins even though in the synopsis it states "persons who KILLED the animal cancels species license".
Ok. But as they state - you both have to have a tag... So in the case of your buddy getting a moose LEH draw and you supposedly not been authorized on the same LEH (as you stated, you got nil for draws), you couldn't possibly have a tag (license) authorizing you to shoot said moose.

So to clarify your thought process then, do you take it to mean that as long as the first person to shoot draws blood then it is ok for you to shoot because they will have to cut their tag?
Taking it to mean that it was legal for you to shoot the moose, because the guy who had the LEH and the tag shot first and drew blood so it was ok for you to shoot after he did because the moose was already hit?

Taking it to mean that it was legal for you to shoot the moose, because the guy who had the LEH and the tag shot first and drew blood so it was ok for you to shoot after he did because the moose was already hit?
Or, again taking it further, if buddy wounds a deer during archery only season, and you are out with him hunting bear/coyote with a rifle...

Because if I did not do the follow up shot, the moose would had dashed downhill and became unretrievable. I left the CO a voicemail with my phone number and FWID; I also told him if what I did was wrong, he can issue me a ticket.

The CO has yet responded me on the Moose matter. For the bear matter, I replayed his voicemail he said if the first hunter INTENDED to shoot and kill the bear and SHOT the bear first, even if the bear was killed by the second hunter's follow-up shot, the first hunter should still cancel his own tag.
