I believe thats only for “dangerous” critters like bears/cougars/wolves in that instance.

My dad's tag was cut, and the CO did not ask why I didn't cut my tag even though I delivered the kill shot.
With a hole in the ribs and no guts inside it would be tough to prove that the rib shot didn’t kill the animal in the first place. And evidently the CO opted to show some discretion. Wouldn’t be the first time.

Same scenario as above, and I am pretty sure in my original post I specified the hunters are hunting together in a group so both of them are on the kill site; it's not to cancel someone else's tag remotely.
Nothing new under the sun with your scenario.
As Kodiakhunter pointed out, you buddy would be considered to have wounded the deer, you would be considered to have killed the deer - you need to cut the tag because you killed the deer, as per “It’s unlawful” item #1.

Modify your scenario to be that you’re out hunting and find a deer that is clearly wounded, maybe mortally, and you shoot it - if we accept your previous scenario as having any “grey” about who should cut the tag,one would expect that you would seek out the stranger who wounded the deer and have them cut their tag. Which would just be ridiculous!! You killed it, so it’s your tag that gets cut.

Same goes for “backing up” your buddy on a hunt. If you’re out rifle hunting bears while someone is bow hunting deer during the archery only season, you can’t shoot a deer with your rifle after that buddy wounds it with a bow.

To a very extreme scenario that if I don't want to cut my tag and I'm sure my friend shot will eventually kill the deer, I will then only have two options to cut his but not my tag:

Option 1: wait until the deer dies, so his shot registers as the kill shot; or
Option 2: fire a shot at the deer and immediately asks my friend to shoot at the deer again just before the deer's last breath so the last shot is the kill shot.

Yeah, legally speaking, the person who kills the animal, cuts the tag.
Short of doing a detailed necropsy, which I’m sure could be arranged if the COs were so motivated, it’d have to be that the last person to land a bullet in a typically mortal area, is the person that did the killing.

Don’t take this as me saying that there isn’t a moral and ethical rationale for dispatching wounded game, but if you’re asking who “should” cut their tag (which was your question), then the rules are clear.

If your buddy is there and can shoot the deer again before it dies, why are you shooting in the first place?
His deer, let him finish what he started.

Sounds like you are trying to figure out ways to game the system.

if you son was able to enter into the LEH then he should have his own tags and cut them if he shoots an animal. The youth program is designed for kids that haven't taken and passed their CORE training. Why would you want to cancel you tag for your son if he is able to purchase a tag for himself.

If you won the LEH your son wouldn't legally be allowed to kill that animal and vise vera. If you both draw it you should each have your own tag

I have also seen a case (also in Haida Gwaii but in 2017) CO stopped a vehicle and claimed a deer was not completely dead. CO shot the deer in the head with a 9mm, the deer laid on the ground appeared to be dead, but started to kick again after 30 seconds. CO decided not to issue a ticket to the hunter because the CO also failed to completely kill the animal.

    Re: Tag Cutting

    its pretty simple .
No one can hunt an animal they dont personally have a tag for (no shooting back up unless they have valid tag and authoization for the animal)

the person that killed the animal must cut their own valid tag for that animal someone else cannot cut the tag for it

a person cutting a tag for an animal they did not kill is committing fraud and making a false statement .

all of these things can cost you thousands and loss of equipment and hunting privileges and even years after the offence you can be charged . Remember Wildlife act doesnt have the same rules a criminal offences . Tickets can be issued .fines levied .equipment seized .and license revoked in the blink of an eye and you would have to go to court to fight it . Just like a traffic violations and mva vehicle seizures etc

    1. To be in possession of a big game animal withouta properly cancelled species licence or otherwiseby licence, permit, or a provided by regulation.Any person who kills any big game species mustimmediately after the kill and before handling thebig game killed, cancel the appropriate specieslicence in accordance with the instructions on thatlicence.

    2. To use another person's licence or to loan ortransfer any licence under any circumstance.

    3. To make a false statement to an Officer,Conservation Officer, or Constable.

    52. To hunt without carrying all species licences, including cancelled species licences, issued duringthe licence year
