My friend and I were thinking about shooting some trap and skeet out of a boat over the ocean. Both of us are veteran competitive shooters.

How in the heck would you shoot skeet unless there was another boat or two out there with you to release the clays? With just one boat all you'll be able to do is shoot going away shots (trap). Does sound like fun, though.

I can see the broken clay pieces dropping in the sea, where they should not be. Clay is less of the polution than plastic, but it is still polution to me.

If clay and lead in the ocean doesn't bother you, I guess, fly at it. Being a veteran of the sport has obviously taught you nothing about responsible shooting practices.
You can arrange for it on many cruise ships. So it can't be illegal. Just be far enough away from any Karen's.
The composition of a clay is not a hazardous material.

If you are shooting from a cruise ship it's likely offshore in International Waters where Canadian / BC Laws and regulations are not applicable. I'd suggest that the OP check with the applicable authorities in the area they are suggesting they use. That could include Police, Fisheries, Conservation .............. and might include Municipal, Provincial and / or Federal authorities.
I would not chance that. Sounds like that could be expensive in lawyer fees...
I wouldn't do it in a designated marine protected area, but other than that I wouldn't worry about it to much. People shoot clay pigeons on crown land all the time, never heard of anyone being charged for that???
I think steel is only required for migratory game birds. If you were shooting crows you can legally use lead, "in the same area". If you're shooting skeet in a boat out in the salt chuck, I'd think you'd be good to go. It's not about the area. It's about what you're shooting. But I'm not offering legal advice.
