For my pic I went to a local Pharma Save Store. They have all the details of what the criteria is for PALS, Passports and many other Gov't I.D. It differs between type of ID, i.e. PAL requirements are different than Passports. The Pharmacy simply enters the type of ID required and the required picture size, background, smile or no smile and such is automatically formatted for that. Pretty cheap too.
