I agree with you 100%. I passed on a spike/fork at the beginning of my draw time last year for just this reason, and then never got a shot on another bull. To be honest,I would have just presumed if you, as part of a group hunt, took a spike fork, it would count against your draw, as it is, in fact, a bull.
