Bear Hunting Regs

Can someone please forward me the link showing the current regs for bear hunting, specifically regarding age limitations. I've argued with a friend a few times that you can not take a bear that is less than 2 years old, he's adamant that you can take them as early as 1 year. I'm looking for documentation to prove my point (of course only to keep him from accidentally harvesting a bear illegally, not as an "I told you so!") LOL

page 18, under "its Unlawful" line 12

to hunt a grizzly bear or black bear
less than 2 years old or any bear in its
company.

Only issue is you can't check their drivers license for id and age so if they are on their own and no mama or cubs around there really is no way to tell age so fair game as far as I know... I'm also sure some bears leave mom before 2 years...
