Talked to a fisheries officer. Apparently a fly by found ~10,000 chinook in the lake and ~400 in the stream (due to the low water levels). How does slapping a non-retention on the 400 protect the stocks? Furthermore, he stated that the ban would likely be lifted shortly after the rain starts and the fish are further spread out.
Of note, the natives apparently had the good intentions of holding off on netting due to the low water levels. kudos.
