It is called Papiloma . It is a type of wart usually only found in the summer months. It is more common where the deer are plentiful.
Some years our blacktails are loaded with that . Saw one once growing over the deers eye.

thats nothing compared to the doe i seen on rabbit mnt near tulameen ,it covered the hole side of her head

I have seen the same thing on a white tail when I lived in Kelowna and if my memory serves me right my bio friend suggested it might be a tick. Apparently they can become extremely engorged....Nasty! :-?

Yup. Aka "Fibromatosis" Seen it a few times.

it also looks like something that i found on a deer i had shot. took it in to get tested cant remember the name but it was caused my mosquito bite. usually found there there is the least amount of fur. like near the eyes or underside of the belly near the rear legs.
