Can trappers shoot black bears only on their trap line area? Or anywhere in the open MU?

This regulation was approved, is effective July 1, 2012, and will be noted in the 2012-2014 Hunting and Trapping Regulations Synopsis.
Current Regulations:
There is currently no black bear hunting season for trappers in MUs 3-12 to 3-20 and 3-26 to 3-33. Black bear hunting seasons for trappers are currently in place throughout the rest of the interior and northern regions of the province, with the exception of portions of the Thompson Region. There is a separate proposal to implement a black bear hunting season for trappers in the Okanagan Region. During open seasons trappers are permitted to harvest 2 black bears per year under the authority of their trapping licence.
Note: it is an offence for a trapper to harvest a black bear except by the use of a rifle, shotgun, or bow.
Proposed Regulations:
October 1 to May 31 black bear hunting season for trappers in the remainder of the Thompson Region (MUs 3-12 to 3-20 and 3-26 to 3-33), bag limit of 2 black bears per year.
Note: it is an offence for a trapper to harvest a black bear except by the use of a rifle, shotgun, or bow.
Rationale:
This regulation change will increase opportunity for trappers to annually harvest up to 2 black bears in the remainder of the Thompson Region; as currently occurs in parts of the Thompson, Kootenays, Cariboo, Skeena, Omineca and Peace. An expansion of black bear hunting opportunities by trappers in these regions is considered to be sustainable, and will harmonize the trapping seasons with adjacent regions in the interior of BC.
