Grims monster mix

My buddy just bought some grims monster mix for deer,elk and moose.My question is [is it legal and does it work?] if anyone has used it any feedback would be much appretiated.

If you have black bears around, they will find it first and eat it all....and you cannot bait bears.

I tried some deer food stuff (attractant) once and with in two days I had three bears hanging around, so if you are going to use it, just watch what you shoot and approach the bait pile slowly....
