Bringing taxidermy over the border?

Anyone familiar with the regulations regarding transferring a shoulder mount (bighorn sheep) into the US by car? Is this legal? Do you need a special permit? Just trying to save myself a hassle at the border.

you will need the Compusory Inspection certificate,from the Province the sheep was taken,
a receipt from the taxidermist, and Export Permit and a CITIES permit I do believe

When I moved back to Canada a few years ago, I was coming not going but I needed nothing. They never even mentioned the taximdermy. But I understand why you need a permit the other way.
