I am new to the sport, and am wondering what a person has to do to get tags and enter draws? Is there an online place to enter these draws? Does it give you all this information in the regs? Any info would be greatly appreciated.

First: Get your core test. Availible info at your local sporting goods store.

Second: Go to the same store and buy your LEH tags ( when they come out) And buy a hunting liscense

As far a BC hunting requirements go, it looks like Tenacious Billy has you pointed in the right direction.

or,,your a virgin hunter looking to find a virgin tag,
must be getting old, i did not know that i could buy a tag or enter a draw to get me a virgin., ;o lol JK

The LEH regs don't want to load for me. They are new each year, correct? How long between when the regs come out and the applications have to go in? I'm sorry if I'm missing something, but the govt. website doesn't really tell me much.

The 10/11 regs did finally load for me. When do the 11/12 regs come out?

I dont really know for sure
But first warning is when there are a million threads about "when does the LEH regs come out"

Then you know for sure by all the "Leh regs are out" threads!

I think its around april? but thats a total guess.
