i have a 26 inch draw, most bows are draw weighted at 28 inches, now for buying reasons ive been told you loose 4 pounds per every inch less on the draw, another shop told me you loose 2 pounds per every inch less you draw, whats the truth.

Depends on the material properties of construction and what the rating is at 28

I presume U are Talking Trad Bow(recurve, Longbow), If your Bow is for Example 50# at 28 in Then 2 Pounds is a General rule . so If your Drw lght is 27 " then a drop of 2 Lbs Would Put you at around 48 LB give or Take. My self I have a 27 in Trad Drw length, so My Bow was built 50# @ 27 In . There is a Lot of Different Opinions on here, This is Just mine from my experience..

A Traditional Drw length is Usually 1 to 1 1/2 " shorter than a Compound Lenth Because of a Release, unless you are shooting with just fingers. My normal Draw length is 28.5, but shooting My recurve its 27 IN.

The Proper method to Measure Drw length is spread your arms out, measure finger tip to finger tip and divide by 2.5.

I would say its closer to 3 lbs per inch. My recurve is 46 at 28 and at my draw its 55 at 31 inches
