Understanding synopsis.. region 2 mule deer.

Just a quick question..
Just looking at region 2, Why is it any buck and why is the bag limit 2 when all the other regions are only 1?
Just their way of controlling the population and keeping them out of the city??

After a decade of hunting Reg2 you might get a second one in the same year. Unless your BS lucky!!

I used to tag out 2 BT every year until they changed my regions to 1 last year(low population here now, for a combo of reasons), so I had to take my second from another region to keep me in steaks heh. IN most areas though BT are teeming and most hunters do not connect, thus the nice liberal season.
