American hunting w/o outfitter??

Sorry, if there is a better place to post this please move it. I have an immediate family member that is American. Is there any way for him to hunt in Canada without paying $$$$ to an outfitter? It would be a hunt with me. Thanks.

There is a list of what family members from out of Canada that are able to hunt with you under the permit to accompany. Info is on the bc gov site.
