Just noticed that Ministry of Environment posted it's review of the LEH system on their website (Sorry if this was already in an earlier post but if it was I never saw it):

It is actually quite an interesting read.
Coles notes - overall most hunters are meat hunters, are generally not satisfied with the LEH system, MoE is not generally following the provincial harvest strategies, it does not lend itself to new hunter recruitment and retention, the regulations are not representative of the average hunter, when areas go from GOS to LEH they rarely go back despite game population surveys to the contrary,GOS in some areas vs. LEH in other areas leads to overcrowding in the GOS areas and ..... "LEH should only be used as a last resort"
