I'm no expert on field judging Bighorns, but I think he would be a legal full curl but not as a mature ram. This is the same ram

I wouldn't shoot it. The F/W will take them away at that size .I know this for fact :(.

Depends where you shot it. In Spences Bridge where the ram has to be a Mature Bighorn so yes it would be illegal as the horn does not cross the nose bridge. In the northern part of 3-17 and in 3-31 and 3-32 that is a legal ram as the horn has crossed the line from the back of the horn through the bottom of the eye socket to the nose.
