Bison and Quad with tracks

I have been reading alot lately about he Bison Hunt and restrictions on Quad use .If you had a Quad with tracks would you be able to go in the snowmachine area?

Everywhere in Canada where they have restrictions for snowmobiles only, they allow atv with tracks, except I was told that it doesn't wash in this case. I wish it did as I run tracks all fall and winter.

No, as I understand it a "snowmobile" is defined as being steered by ski's which tracks do not fit into.

That particular detail just does't make sense to me.What is the reasoning ? Footprint how could this be changed?
