Just checked online new regs and noticed that in Region 3 there is a GOS for Mule and Whiteys on Sept 1 - same time as the bowhunting early season!

Is this a mistake or was this the same last year?

It's the same as it's been for a few years. It's only youth rifle that's open at the same time and in the same MU as the archery days.
