Turkey Regulations Question

A friend asked me this question and I'm pretty sure the answer is " no you can't" but I thought I'd ask.

Provincial Bag limit is 1 Turkey, but has a note ( see individual regions for regional bag limit)

Region 8 has a Regional aggregate bag limit of 2, one in the spring and one in the fall.

His question is can he shoot a turkey in region 4 and on in region 8, I figure the answer is "no" since its in 2 different MU's and would resort back to provincal bag limits, both turkeys would have to come from region 8.

Oh, dont you just love the way our wonderful government words things.

The way I read the regs.

Provincal Bag Limit = 1
Region 8 Bag Limit = 2 (only 1 from each season)
Region 4 Bag Limit = 1

As long as your second turkey is harvested in Region 8, and by default it would have to be during the fall season, I cant see why one would not be able to harvest a turk from region 4 during the spring season also.

Having said this, and pondering the regs for the last half hour, its the only think that makes a minion of sense to me.

Provincal bag limit trumps regional bag limit, every time.
So, just make sure the spring bird is eaten before bagging the fall bird.
