Simple enough question for the pros
if i am salmon fishing in the lower stretch of a river where high tide does reach but is otherwise fresh water
which license do I need fresh or salt?

Rivers will have a tidal boundary listed in the regs. Usually a train bridge.
ex. look at the second page on the right hand side.

Bottles has the best advice. Other than that, as a general rule, if the tide reaches where you are fishing , its tidal waters so tidal license.
