Guide Outfitters LEH Allocation and Odds

So some guide/outfitters offer hunting trips for certain animals in certain areas. For example, a guide may offer an Elk hunt on Vancouver Island. Let's say there is a region numbered 1-55. And in that region they show one available tag in the LEH synopsis. And that guide offers Elk hunting in that area. Does that mean the guide gets that draw? Or are guide draws separate from limited entry?

And it is a guided hunter quota/allocation, meaning the guide can sell the hunt to a resident of BC if he/she wishes.

If you have a tag you can also have a guide take you hunting costs less than if you didn’t have the tag

My Question too. How would the cost calculate Since the guide would not be wasting one of his options.

I had a Roosevelt draw last year and contacted a guide and I got quoted 5150 usd for a 5 day hunt. Would have saved me 8000

What did you do? Buy a cabin to stay in? I can't imagine an elk hunt costing anywhere near 5K even.
