First LEH draw for Elk Region 1

I could try and do some research or phone the Ministry, but thought someone on the forum might know the answer to this question. Does anyone know the first year that the Elk LEH draw became available in Region 1? Thanks in advance.

I found links to LEH for island elk in 2001 so for at least that long?....

Late 70’s is my guess. Probably earlier though...
