Southern Mountain Caribou Engagement Demanded Immediately

November 23, 2018

It has come to the attention of the Peace River Regional District that the Province and area First Nations are very close to signing an AIP (Agreement In Principal) on the creation of a large area dedicated to the protection of the Caribou. The purpose of the area is said to be in response to the Federal Government concerns about Southern Mountain Caribou Recovery in the Burnt Pine Herd. Sources tell us that this may include loss of access by industry and the general public to a large area of approximately 420,000 acres or 650 sq. miles located from Chetwynd to Mt Lemoray North and South. This could result in significant loss of annual cut in the forestry industry.

In May of 2018*Federal Minister of Environment and Climate Change, Hon. Catherine McKenna, declared that a few Southern Mountain*Caribou herds face*“imminent threats to their recovery”.*The Province of BC has committed to protect and restore caribou habitat; the Peace River Regional District is*supportive of these efforts but know that*the stakeholders who are directly affected have not been included in planning*and that all initiatives must be a result of*science and evidence-based analysis.

The PRRD and area residents have been promised stakeholder engagement in this process but it has not happened. There is concern that similar plans are in the works for the Quintette and Narraway herds in the Tumbler Ridge area and other herds throughout BC.

The Provincial Government does not have a mandate to continue to make deals that will devastate communities and the way of life in the PRRD without involving the residents and industrial partners in our region.

The Peace River Regional District demands that the province and the federal government suspend any further discussion on these issues until a comprehensive impact analysis is completed on all socioeconomic impacts of any changes to land use in our communities. This analysis must be done throughout the entire PRRD to accurately measure any and all effects on our communities and way of life.

Immediate and constructive engagement is demanded now before a deal is made.

2 governments colluding to ignore rural workers. But dope is legal and the Greens hold the power in BC. I’m sure Pemby will be along to explain how he will still be wealthy when the rest of us are out of work.

Yup this is what you get from the NDP......unemployment in the rural resource based communities. Too bad the wolf population wasn’t culled sooner.

All resource users? Or get the competition out so First Nations can make use of the resources? Kinda like the sustainable harvesting of treaty 8 lands in and around Mackenzie, and McLeod Lake? Moosin

I think it is to early to draw any conclusions regarding this issue. Myself and about 35 other folks attended a meeting this past Wednesday “ Northern Roundtable” that provides stakeholders input to MARR regarding First Nations Land claims. There was to be presentation regarding Caribou to provide update on the their status, which us postponed. There was a commitment made to provide an update to the North Peace Regional District within the next couple of weeks. This would indicate that something has changed regarding Caribou.
Therehas been recent posts on this site indicating the extent of the South Peace Caribou recovery since the start of the wolf cull.

There was some discussion regarding a potential Section 11 agreement under SARA legislation.

A section 11 agreement would allow parties to work towards a sustainable Caribou recovery with out the Federal cabinet issuing an order under SARA that would be unilaterally binding on all parties.

There are many moving parts to land use issues. The provincial government has agreed to update the Fort St John Land and Resource Management Plan to put on hold a law suit from the Blueberry First Nations over cumulative impacts from industrial development. The plan covers the entire Fort St John timber supply area that will undoubtedly discuss the Graham Caribou herd located to the north of the Southern Caribou herd.

Many of the folks attending this Northern Rounnd are same folks the were involved in the previous MLA’s committee that resulted in a report by then MLA Pat Pimm being tabled in the Provincial Parliament under the previous Liberal Government. This report is available on the North Peace Rod and Gun Club website. Will post a link to the Caribou update.
There is substantial local interest in these issues and local stakeholders are adamant about having local input.

Keep the wolf cull ongoing and open up the Grizz hunt again, most of the problems solved.
