5-13 moose hunting

All the native issues aside does anyone know if the vehicle restrictions for Moose LEH hunting in 5-13a & c been lifted? I hear they have but am unable to find anything stating that.

Page 59 of new hunting regulations synopsis states 5-12 & 5-13 are closed to use of atv's and snowmobiles for hunting purposes from Sept 1st. to Dec 5th. Licensed hywy.vehicles only are permitted.
