The problem with this is that it still makes it look like there are grizzly bear population problems. All this does is make people think that things are worse than they thought.

Last spring I went blank bear hunting up the Nechaco Reservoiur there were definetly enough grizz roaming the grounds! Had to extenguish my trigger fingers more than once!
