Sheep Tag Question

Curious about this....
What happens to the tag that a Outfitter sells to a Client for a Sheep hunt, if the Hunter doesn't get his Sheep? Can the Outfitter sell that Tag/Hunt again?

YES.

That is why they have a quota.
10 Rams in 5 years etc. May take 15 hunts to fill the 5 year quota

Are you talking tag or quota?

A non-resident's tag is non-transferable, same as yours. An outfitters quota just determines the maximum number of animals allowed to be killed.
