RESIDENT ANGLERS’ FOOD FISHERY DENIED FOR THE FIRST TIME
For Immediate Release: June 16, 2017
Surrey, B.C. - In an unprecedented move the Department of Fisheries and Oceans Canada (DFO) has closed recreational salmon fishing in the entire Skeena River Watershed to July 14, 2017. This is a closure that has never happened before.
The June 15 DFO decision is in reaction to predicted low returns of Skeena River Sockeye salmon and is being implemented to facilitate First Nations harvesting of Skeena Chinook salmon. This regressive DFO closure has impacted only resident anglers who fish the Skeena and continues to allow interception of these runs in the Pacific Ocean as they come back to their natal rivers.
Jim Glaicar, president of the BC Wildlife Federation, calls the move unreasonable. Glaicar said, “The Minister must manage the interests of all Canadians, based on open, transparent and science-based decision making. It is not appropriate management to suddenly change the percentage of fish that has been historically available to recreational fishers.”
DFO’s role is to balance conservation goals with Aboriginal, recreational and commercial fishing opportunities. With this decision, the DFO has abandoned its responsibility to recreational fisheries on the Skeena system.
Ken Franzen, co-chair of the BCWF’s tidal water fisheries committee, said the Sport Fishing Advisory Board (SFAB) had worked very hard with DFO to develop a fishing plan that would accommodate both First Nations fishers and the recreational fishery. Franzen said, “Through the SFAB process, we agreed to reduce our catch of Chinook salmon on the Skeena River by 50 per cent, and to entirely close recreational Chinook fishing on Skeena Tributaries to ensure conservation. This decision betrays the interests of recreational anglers and must be revisited.”
In 2016 a similar situation played out in the Fraser River but all fishers, both in-stream and in the Pacific, bore the brunt of predicted poor returns. This Skeena decision plays favorites and results in resident anglers being shut out, while everyone else maintains their ability to catch fish.
The BC Wildlife Federation calls on the DFO to manage the fisheries for all Canadians. This decision is an example of a unilateral, inconsistent and regressive approach to fisheries management.
The unilateral approach is a recurring theme; a few weeks ago DFO announced it was terminating Salmonids in the Classroom, the Resource Restoration unit, and steelhead and cutthroat production at federal hatcheries. The announcement came as a total surprise to everyone who cares about anadromous fish, including Province of British Columbia, and DFO staff. While the decision was overturned June 15 after public backlash, it shows DFO is operating in an Ottawa-based bubble and that it is out of touch with people and salmon in Western Canada.
The Federation calls on Minister LeBlanc to reserve this decision and retain fair access to the resource for all Canadians. We will continue to stand up for the rights of resident anglers to fish for food.

And not a word from the BCWF on the Fraser river fishery, where resident anglers are shut out from angling (not even a catch and release fishery - a complete closure) despite limited FN openings, plus the salt water anglers remain open to catch Fraser bound chinook stocks.

In both cases of the Fraser and Skeena, and in particular the Fraser, DFO has been less than forthright in providing fisheries for the resident angler and guide industry. Despite efforts of anglers who sit on the various boards that DFO works with, DFO continues to give the middle finger to the resident. In working with the bottom bouncing/selective fishery issue, a motion was put forward to DFO that would resolve all the issues with sockeye interception and chinook by-catch - it was curtly dismissed by DFO.

Sounds like time for recreational anglers of the area to start a protest fishery. They can't arrest everyone.

Of interest, on today's annual Salmon Run (Aboriginal sponsored event), they are NOT serving salmon due to this closure. Instead its chicken and smokies.

They are doing this as I believe the band acknowledges the closure. (I am unsure.)

It sure is quiet up here at a time when boat launches would be packed.

The trouble is that these fisheries are all being managed to zero. I ve seen it on the Fraser in the last 20 years where all groups are fighting to get their fair share.... close it all IMO or get serious about wild fish habitat and hatchery programs.

The rivers are the first to get thrown under the bus because of their ease of access and difficulty to police. Its only going to get worse until a more sustainable model is found; that includes fresh and salt water mortality, as well as commercial, sport and FN allotment.

I fear for the future of our fish. It takes a "cod like " collapse to get any leadership from govt on the subject and it will get worse before it gets better.

RE: Skeena Fishery

Dear Minister;

I understand that DFO has closed the entire Skeena River Watershed to recreational salmon fishing from June 15 to July 14, 2017. Prior to June 23, the stated rational for the closure provided by DFO staff was due to low abundance of sockeye and resulting increased First Nations needs. However, according to media reports, DFO has actually closed the recreational fishery because according to some genius there is not enough room for First Nations and residents to share the river leading to potential conflict. First Nations and non-First Nations have always been able to share the Skeena River fisheries. The last minute change in the narrative has damaged the Department’s credibility along with that of the Liberal Government!

I call on the Government of Canada to commit to a round table process to deal with any perceived conflict between fisheries on the Skeena River, now and in future. Stakeholders should be working together to reduce crowding, plan access and minimize potential confrontation and to foster stewardship and support common interests in the fishery. An example of this process can be found with the Fraser River Peacekeepers, who were honoured for their contribution to cooperative recreational fishing experiences, receiving the National Recreational Fisheries Award for 2017 from your ministry.

In the broader context I have this to offer the Trudeau Government - "Transparency my sweet behind!!" Your Government’s guiding principles of transparency, openness, and honesty was not followed by DFO leading up to the July 15 decision to close recreational salmon fishing on the Skeena Mainstem. Arbitrarily cutting out the river anglers from the fishery is an unfair, regressive, and discriminatory practice.

It is very upsetting to conservation minded British Columbians that DFO has not had the vision to manage the fishery so that sufficient salmon abundance is reserved for the in-river recreational fishery. With knee jerk policy decisions and after-the-fact management you run the risk of creating the same disaster here as what your predecessors enabled with the east coast cod fishery decades ago. I thought surely an east coaster in your role as Minister would have a much better perspective than the continued ass kissing smothered on the commercial interests!

It is clear that interceptions by Alaska and British Columbian commercial, and to a lesser extent, ocean based recreational fisheries come well ahead of British Columbians that fish the river. The annual and ongoing practice over decades of allowing fish to be caught in the ocean before a true estimate of abundance can be had is reckless and further undermines the science of salmon management. Doing so requires way too much guess work!

You personally can and must do a better job of managing the fisheries on the Skeena and the west coast for all users. It is not acceptable to remove the rights of resident fishers arbitrarily and without notice. Residents deserve a process that is accountable to them, which is not the case with the Skeena River closures.
