My buddy and I had a shared LEH bull moose hunt for 2016 but we were not successful . Do I need to report our outcome to M.O.E. ( Wildlife Branch). ?

Exactly. I got my Harverst Questionnaire from the mailbox today and I submitted the results online. They asked specifically about Moose and Elk hunting only.
