I have a friend who is married to a Canadian and living in Canada who mets the requirements of a bc resident under the definitions presented in the wildlife act. He is unable to get a hunting licence for the vendors require a bc drivers licence or a health care card.

How can this fella acquire a licence under the new system?

Any help greatly appreciated!
Definition of B.C. ResidentUnder the Wildlife Act (http://www.bclaws.ca/Recon/document/ID/freeside/00_96488_01), a B.C. resident is:

A Canadian citizen or a permanent resident of Canada, whose only or primary residence is in British Columbia, and who has been physically present in British Columbia for the greater portion of each of 6 calendar months out of the 12 calendar months immediately preceding the date of making an application under this Act or doing another thing relevant to the operation of this Act

OR

A person who is not a Canadian citizen or a permanent resident of Canada, but whose only or primary residence is in British Columbia, and who has been physically present in British Columbia for the greater portion of each of the 12 calendar months immediately preceding the date of making an application under this Act or doing another thing relevant to the operation of this Act

Does he have a PAL? If so, that is sufficient ID to get a license.

Has to show BC Residency
He is unable to get a hunting licence for the vendors require a bc drivers licence or a health care card.
Two pieces of ID required. If he qualifies for the ID's, he qualifies for a licence.

He does have a pall. And has had power bills, Tax bills and water bills for more than 4 years in BC.

Why dosn't he have a drivers license or a health care card if he has been resident for 4 years?

Does he have a BC FWID number? If so, a PAL and some other form of ID (Passport, etc regardless of country of origin) would prove he is who he says he. That should be it. His bills suffice as proof of residence the bank, ICBC, cell phone provider and the like. It should be the same for a hunting license. Can he try a different vendor?

Yes I think that he has to talk to some one in the office a bit further up the line to sort this out. He is as worded in the wild life act a bc resident that qualifies him to attain an hunting licence it just has been difficult with the lack of ID.

Just go get a BC ID. They're like 40 bucks at ICBC. Then he's covered.
