I applied for one for spring black bear April 7

Got the email it was finally approved today, although the season closure was June 15.

That's surprising. Mine took about 29-31 days after submission for a Reg 6 hunt this fall. That does seem like a longer time for sure, especially these days with the electronic forms, etc.

I did one last year and had it done and completed with in 10 days. Maybe the new computer draw is the reason??

I don't knwo the reason, but I suggest that you not procrastinate. :)
