If an area has a lot of tags in the draw, is that bc there are a lot of animals around or could it be bc the success rate is so low?

Hard to say really . sometimes they just want to cull the population of that area out , so they give a lot of draws for a while in that spot .

i think both are factored in as well as possible culling when determining target harvest numbers

It is both. Some have lots of tags because they want populations Down (antler less elk in 7b). Other areas like moose in 7-23 I believe have lots of tags as it is tough hunting, not because there are a ton of moose there.

No, there is a number in each area of how many of that certain animal would like to be harvested. So if the number is 2 and success rates are very high they will give out 2 tags. If success rates are very low they may give out 15 tags to accomplish the 2 animals harvested goal. Some LEH's the number is as low as 1 every 2 years and it takes a lot of tags to accomplish that like 10-15 a year.
