What is Region 2-1? Why is it listed on the map but does not exist in the regulations?

As per BC Parks web site the only part of Manning Park you are allowed to hunt in is the part of the park that is in 2-17. No hunting at all in 2-1. Lots if good animals in there. Oh well. Need to hunt the perimeter.
