cow elk senior/youth 4-23?

hey guys , was talking to my dad yesterday and he was thinking of going up for cow elk in 4-23. Has anyone heard if there was still going to be that opening in 4-23 in September for senior/youth. I saw there is a cow draw for Oct. He was trying to plan if he was going to draw for moose or if he had to draw for the cow elk this year.He also said he was told the regs were going to be out this month, but I really don't believe that.

regs traditionally are out may-june

the current regs 2012-2014 - were released - May 28, 2012

Yes if I remember right last regs were the first to be out before the end of june. Regardless, I doubt would be out before draws have to be in.
