Heading out on easter weekend north of rupert, mostly fishing halibut but may drag for salmon as well. Any tips on winter springs?

In my experience they like it really slow. Unlike coho who don't mind chasing bait.
Might be a little early. I know May long gets some decent springs.
Depths from 30 to 100 feet

We usually just work the tide and use the kicker to hold the boat in place. Basically not even moving just allowing the tide to flow around us.

Silver houchies and our favourite Rupert lure( which they don't make anymore) work for us. Herring is good also but I find it falls off easy unless your mooching. Purple flashier is won of my favorites.

Buy some hole squid from Safeway ( the people editable stuff). It's well priced and halibut love the little tentacles often just eating it and leaving the head on the hook.
Or salmon bellys. Also A nice white strip of turbit ( halibut looking fish with mean teeth)seems to work well
