Maybe he/she is under 16 and hasn't taken their firearms course??

That makes sense. I had a 12 year old girl on my last CORE course and she passed both tests with flying colours. I did check on the rules of a kid her age carrying a firearm when in the direct company of her dad or other responsible adult, and it appears that this is not a problem, so long as she has a hunting license and her own tags, and is not too far away from dad that he can't reach out and touch her. Her dad bought her a .243 and keeps it in his name until she is old enough to get her own PAL.
Congratulations Misinformation, and welcome to the wonderful world of hunting.
