Try Fort Belknap in Montana. It's an indian reserve. You can shoot a dry cow for $600, and you get to keep the whole animal, including hide and skull. It's a good deal if you can do the drive.

I think you would be ok, but I would call the border crossing you will use ahead of time just in case
