dremel. or rotary cutoff tool. works well. can get them for about 15 bucks or so,.

I bought mine from a friend of my brother. You can order direct withourt undo stress or you can get them from Ebay.
I forgot to mention - DO NOT cut carbon shafts with anything other than a proper saw that has at least 5000 rpm.
I went out and purchased a dremel. It should do the trick.

Dremels - properly set up - have been known to work quite well. Good luck.
If you are using anything but the proper saw, make sure you carefully inspects the cut off ends before gluing inserts in. Dremels often tend to cause the carbon to splinter or crack at the ends which is bad news for and just a recepie for an arrow to shatter or drive a carbon splinter in your hand. This is exactly what happened to a fellow I shot with in Nanaimo last year
