So in then end, you hope the situation doesn't arise, but when it inevitibly does, you simply do the right thing and then hope the CO is a decent human being, if one stops you.
I get it. Too bad the law cannot be written to make some friggin sense.
Thanks to all have contributed. Much appreciated.

A wounded animal can be shot by anyone anytime, even milli seconds after it was wounded. Tag or no tag.
Is a 10 year old allowed to take the core and get their own tags? I thought they got juniour licences but had to use the adults tags until they were 14 or something like that... Been a very long time since I was 10, so can't remember...

I have not looked it up but have been told by a CO to shoot a wounded bear that was in the area if i saw it, i have shot a deer that was hit by a car on the highway once and I told a CO about it and he said as long as the shot taken was safe then it was the right thing to do. No drama, no big problem. I do see a legal problem with a back up shot taken on a missed animal but if it is hit by the first shot it becomes wounded just the same as if a car hit it and a finishing shot can be taken by anyone.
I thought this too, and then I joined this forum and found out the junior licence is just a way for 10-17 year olds to accompany a mentor without having to take CORE. In that arrangement they shoot on the mentor's bag limit. At any time after 10th birthday, however, they can complete CORE and get fully licenced. They still need to be accompanied byan adult, of course.
I read it here, so it must be true.
EDIT: It is true.
