I actually like that it isnt easy to get a hunter #.
If someone is too lazy or too unmotivated to jump through the neccesary hoops to hunt. then they are probably too lazy to pick up their shotgun shells from the bush, or to pack out ALL edible portions of their game etc etc etc. Keep the dummies out of the bush.

It doesn't seem to be working
