Exactly. I've had to get a quick second round into an animal more than once, and I am a pretty darned good shot.
No matter how prepared she is on targets, the real-world situation has all sorts of variables. Number one being adrenaline. Anyone remember their first big game animal?
Pretty hard to just stand there and watch her panic trying to reload as an injured animal bolts into the thick or writhes on the ground half dead.
But, the law is the law
Well you can look for a needle in a hay stack.
But the idea is that you strive to take it down with a single shot.
You won't succeed every time, but at least you aim for that outcome.
Certainly someone who doesn't have a tag for the animal, shouldn't be following up.
Hopefully you are not the guy who limits out on the river and then keeps fishing and passing the rod to his cousins when you've got a fish on.

What I would be very careful of is you shooting her deer and trying to tell CO's she got it. I have heard of several dad/daughters being separated and questioned to make sure she actually shot it.
Im not saying that is something that you're going to do, but say she misses, then you follow up, and she tags out, might be some splainin' to do.
