The government has created a better version a few years back. http://openmaps.gov.bc.ca/kml/geo/la..._UNITS_SVW.kml It should so everything.

So, I have had the DataBC Web Map Library in Google Earth for several years. I'm sure there have been changes made to this government website during that time. Would those changes automatically update on my computer or should I delete the whole Library and redownload the current version from time to time?
That seems unlikely, but I have never been directed to make any updates.

The data file is actually just a link to the government provided web data so if they update anything on their end you're automatically updated on your end. There''s no need to download anything more recent.
