No kidding... I had read that in the LEH as well! I could see there being a regulation based on the actualy use of radios for tactical stalking of animals, but lets be honest, they have the advantage there....
I thought bino's were a given. I was thinking outside the box, and just giving some ideas.

spend it on a gym membership and improve physical fitness, if needed. The more physically fit you are the more enjoyable the hunt is.....believe me I know.
Ill give you that, I came around a corner of the road driving to my hunting destination, and heres buddy standing in the middle of the road, using his gun scope to check out the hillside over my truck.... ERRRR!!!!!!

The wish list can be huge

what about a really good pack...
1) warm clothes boots included 2) gun 3) ammo for the gun 4) good binos and i cant say that camo works or not i dont use it and we still got 5 deer this year...and for all you still hunters 4/5 were road hunting haha
