Thanks to a PM and a little digging I have been informed that it's actually the Canadian Wildlife Service that issues the permits, thanks again....
I believe the farmer has to identify each shooter that will be involved. Make sure he knows you are interested and available. That usually means you get a phone call like, "there's geese in the field, get over here NOW!!"
