Another Tikka T3 fan here. Last year bought Son a T3X Lite Stainless in .270 , he loves it. He's pretty hard on his gear, this was a lot lighter, a lot more "robust" than his previous rifles and it shoots like a dream. $1215 + taxes and shipping.
After some range time, "ho hum" off he goes. 5 shots, 2 bear, a mulie and a whitetail.
I'm sure the short actions would shoot just as well.

I Both bolts felt like I was dragging a stick through a cast iron pipe.

Under $1200, you can’t even get a box primers for that nowadays.

Sticky and ruff can be fixed with crocus cloth and a cup of coffee or two. No easy fix for sloppy.

Maybe something in a 6.5 would compliment what you have. Or even a .270?

I have a T3x superlite in 6.5cmr, I like the trigger, it shoots well, about 7lbs scoped.

Also, everyone is suggesting a tikka but tikka doesn't make a short action. It uses a modified standard/long action to make it accept a short action cartridge. The T3 will NOT meet your requirement of a short action

I am a big fan of the Howa/Vanguard actions. Currently using a .308 Howa Alpine Mountain is my go to rifle. A lot of value for your money and they seem more refined/solid than some of the other budget rifles.

A Kimber Hunter if you can find one with in your budget is a great option as well as Redo says above the Weatherby Vanguard -Howa is also an excellent option but a touch heavier.
