Virtually all hunts for deer in CO are by draw whether archery, muzzleloader or rifle. The few exceptions are primarily whitetail doe tags and either sex whitetail tags where they are attempting to slow down their spread into the mountains where mule deer are the primary species. (There are a fair # of units where elk tags are over the counter).
Copied from page 20 of the latest CO Big game brochure: "NOTE: Most deer licenses are limited and available only through the draw(s). Over-the-counter licenses forwhite-tailed deer are available in certain units with lower populations. See the map and details, pages 33–34. "
