I got all 3 hot wires twined together all 3 hot wires have the same voltage in then testing them tells me all are the same voltage..

I'd make one of them a ground. If the dirt is dry around your perimeter it won't do much.

its sand and wet the ground works good i touched the wire undoing the fence and got a shock it put me on my ass....

Lol. Wet ground it'll give you a good that's for sure. Try your middle wire as ground then grab a hold of both. My fencer will make a guy cry like a little girl especially when the gate is tight and you got to put your shoulder into it. I've since deemed that women's work. Lol
